English Councils Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a latest poll of local authorities, UK councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of public land and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a high proportion of councils attempting to raise money from a quick sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and using financial reserves to weather growing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in Kent said its property management strategy included the disposal of a retail complex in a local town and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Wider Financial Strains

The survey of councils in the coalition, which covers several urban centers, also found that more than 70% of authorities will have to increase local levies next April to cover the rising cost of essential services, increased rates of homelessness, and a persistent housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” said a council leader.

He added: “We face population challenges which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

Research of county councils recently further found local finances being stretched by the increasing figures of young people and adults requiring special educational assistance.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper setting out those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest deprivation indices,” said the report.

“While only one key city is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The data highlights the extent of difficulties facing municipal officials across key cities in the next twelve months,” the report added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have cut or compromised care services in the past 12 months, the study revealed.
